El te lo esta diciendo no tienes la libreria readline-dev te falta. O la
instala o compilas --without-readline. Lo que te va a pasar si haces esto es
que no podras usar las flechas para moverte en la consola de psql. Asi que
decide busca eso con apt y liosto
