Hi Dave,

The machine this was tested on uses Windows Defender.  If its slowing
the cold start, pgAdmin4 would be the only program affected this way.

Processor: Intel Core I7-4790  CPU @ 3.6 GHz
8 GB ram

Perhaps.  But its apparent which one I'll use when I don't want to wait
almost a minute for pgAdmin4 to start...
