Hi Bartek

First of all, there is no need for the "pg_restore.exe" file to run the
pgAdmin 4. It is required to restore any backup.
You can find the "pg_restore.exe" to "*<installation_path>\v5\runtime*"
folder. For example on my machine it is "*C:\Program Files\pgAdmin
4\v5\runtime*".
