When I checked the installation log shared by Ertan at
https://github.com/EnterpriseDB/edb-installers/issues/127, I see installer
is using the correct locale name while doing initdb.

Thomas, I can generate the test installer with your patch and share here so
this issue can be tested before the minor release?
