I believe, "template0" don't allow any connections from either psql or
pgAdmin or any other tools. If you are able to connect from psql and not
able to connect from pgAdmin, then try the below steps for a non
"template0" database.

1. File->open .pgpass

2. Uncheck if you have any option enabled for the server, which you are
trying to connect.

3. Connect to the server with the password.
