Hi Tony,
Sorry for the late response on this, we investigated the issue and released the installer with package revision no.2 (postgresql-15.3-2-windows-x64.exe) to resolve this issue.
Please try downloading the installer from https://www.enterprisedb.com/downloads/postgres-postgresql-downloads
