I believe you messed up everything badly. Both that site and
https://yum.postgresql.org/howto/ has the same instructions:
sudo dnf install -y https://download.postgresql.org/pub/repos/yum/reporpms/EL-9-x86_64/pgdg-redhat-repo-latest.noarch.rpm
sudo dnf install postgresql16-server
This is all you need to do. What went wrong on your case?
