However trying with 9.0 gives me the (expected) same 8.3 behaviour:

test=# CREATE INDEX indextest_stuff ON indextest(stuff) WHERE stuff =
'bark';
CREATE INDEX

test=# explain analyze select * from indextest where stuff = 'bark';
