Absolutely. While I think encouraging reviewers is a good thing, it
seems independent of requiring contributors to do quid-pro-quo
reviews. There'll always be people too busy or uninterested in reviewing
riding free on others work otherwise.
Obviously a drive by bugfix is something different than an actual new
feature.
