I've not dealt with this in years, so I might be completely out of date
here. But I think adding something like
$wgGroupPermissions['*']['edit'] = false;
in the config ought to do the trick.

Then we can add a 'approved users' group, and give those edit
permissions. Not perfect, but ought to do as a first step.
