What is the version of Cygwin on the problematic machine? There was a
version of Cygwin (IIRC, 1.3.13) that caused ipc-daemon problems. If
you are not using the latest Cygwin 1.3.15-2, please upgrade Cygwin too.
BTW, you are not using the latest Cygwin PostgreSQL, 7.2.3-2, if initdb
and/or postmaster hangs. Please upgrade PostgreSQL to the latest
version too.
