I really had no choice but to downgrade. I had even deleted everything from the /tmp directory. Like my previous email said, I tried it with and without ipc-daemon running and it still hung. I guess it's peculiar to my machine, because the same steps that i used on my machine worked on another machine without any problems. I'll try 1.13 and see if that helps.

Downgrading is not generally a good long term solution. I would
reinstall the lastest cygipc, remove /tmp/cygipc* and /tmp/MultiFile*,
and then try again. I run Cygwin PostgreSQL under Windows 2000 without
any problems.
BTW, if Task Manager indicate 100% CPU usage, then most likely
ipc-daemon is not really running.
