Neither Red Hat, nor this repository is missing that package. The link
you gave is the only exception in 14 different combinations, because of
a wrong major cleanup that I performed 2 weeks ago. I re-uploaded -devel
to the repository.

http://mirror.centos.org/centos/5.3/os/x86_64/CentOS/postgresql-devel-8.1.11-1.el5_1.1.i386.rpm

See this as an example to Red Hat (and CentOS),

This is nonsense. Both Debian, Fedora, Red Hat, CentOS and OpenSUSE has
automated build tools and QA.
