Re: error con client_encoding

Puede ser que al final te falto lo siguiente:
CSV ESCAPE AS '"';

por ejemplo

COPY <tabla> FROM '/tmp/archiv.csv' USING DELIMITERS ',' CSV ESCAPE AS '"';
