I also tried to install it like it says.

I think I have to just edit yum repos by hand.
To enable the crb repository:
- Open /etc/yum.repos.d/rocky.repo.
- Locate the [crb] section.
- Change enabled=0 to enabled=1.
- Save the file.
- Run sudo dnf update.
