No, I don't think that's the point.

(Aside: There are people messing about with alternatives to CVS, so
when rumbles get loud enough, there should be some experiences to
point at... For instance, there's at least one darcs repository
tracking CVS...)

The point is of how much should get bundled together as a single
release. When it _is_ so bundled, some degree of testing needs to be
done to make sure that what is in that bundle "holds together as one."
I don't think it makes sense for that to be a bundle of near-infinite
size; that makes it of near-infinite cost to do the testing.
