Creating a mailing list through @postgresql.org requires the pginfra team to set it up. Based on some discussions about PUG mailing lists being supported by pginfra, I would recommend using the mailing list feature on Meetup for your PUG.
I would be happy to create a listing for the PUG on PostgreSQL.org, which I am doing as we speak.
