Obligatory "you need to upgrade!!!" comment: both Postgres 9.3 and Windows
8.1 are far beyond EOL.
(Don't think I'm being high and mighty, since I still must maintain Pg 9.2
and SQL Server 2005, 2008, & 2008R2 servers...)
