How do I compile only psql ?

I have postgresql running on a couple of servers. I've been ssh'ing
into them and running psql but I'd like to run it locally instead.
I've been doing that with my remaining mysql box and it works well.

How do I only compile the admin tools and not the whole database?

I'm also interested from the perspective of recompiling just psql. I
ended up without readline support in psql in one of the servers.
