Descargate de esta direccion:

http://www.postgresql.org/ftp/source/v8.2.3/

el archivo llamado:

postgresql-docs-8.2.3.tar.gz

dentro esta la documentacion en html en un archivo llamado
postgres.tar.gz si es que no me equivoco, espero te sea de utilidad.
