Sorry, but it seems like you didn't understand the problem.
The thing is that
EXPLAIN (without ANALYZE) ... NOT IN (a lot of values)
works very slow but
EXPLAIN (without ANALYZE) ... IN (a lot of values)
works fast.
Just run the test script I attached.
