se me ocurre que el error esta en el pgadmin y no en postgres...
mira si en la configuracion para conectar a la base de datos pusistes
algo sobre SSL... tienes SSL?
el servidor de postgres esta en una maquina distinta a la que tiene
instalado el pgadmin?
intenta accesar directamente a postgres con psql, funciona?
