No, there is nothing automatic about that. :-)
This is not a rigid rule. But what we don't want is for example
shipping May's minor release with only one or two translations for a new
language. This would give an inconsistent experience for users.
Also, a new language should get some minimal amount of testing before we
let it loose on users (e.g., plural formula, character sets).
I think if you are eager about this and in a few months we have a
reasonably full set of translations from you for PG12 and it has gotten
some testing, then we can consider backporting it for the PG11 minor
releases in November.
