it's a 7.2

I recently found the config database. It is a little confusing since we
have data under /usr/pgadmin4,  ~/.config.pgadmin4, and ~/.pgadmin to
consider.

The logging  ~/.pgadmin/pgadmin4.log gives

if I am right, such entries are not coming up, if I start pgadmin with
active config_local.py.
