I think you should use a high level language to wrap your PostgreSQL
access (e.g. java, c, perl, ....).

Since you are gonna be running this query as a batch job,
you must use a high level lang that can handle dates in
a UNIX-like way. (milisecs from 1970-01-01 00:00:00)
