The INSTALL file is automatically generated from DocBook sources. The
DocBook sources reference the current version number as a macro which is
currently set to 7.2, so the answer is "no".
However, the INSTALL file should be regenerated before release (there have
been other changes as well). But there hasn't been a release yet while I
write this.
