Ok, I see a potential problem in PgAccess where OID is no longer unique, i.e.
it's wrapped. Where's the best place to note this as a known feature?

I'm not sure it classes as a full blown bug just because wrapping OIDs must be
fairly uncommon. However, if it does happen a PgAccess user updating data
stands a chance of adjusting things that weren't meant to be adjusted.
