I have seen vague references to this email address being recommended for
bug reports, but I'm just wondering if this is still active or desirable
or whatever. Furthermore I'm not sure if this is a mailing list and who
gets this?

The current de facto procedure that bug reporters have to subscribe to the
hackers list is certainly not very user-friendly.
