The only report that comes to mind is one person saying that they
successfully compiled it out of the box, no changes to PostgreSQL sources,
usin gthe Cygwin stuff. He had to modify the cygwin setup slightly (add a
header file or two, I believe?), but other then that, compiled and ran out
of the box...
