Is the postmaster started?
To start from console do:
pg_ctl start -D <data directory>
or
postmaster -D <data directory> &
To enable TCP/IP from command line do (better to do in conf file):
postmaster -i -D <data directory> &
It maybe necessary to initdb first eg:
initdb -D <data directory>
