You need to use dynamic SQL, e.g.
EXECUTE 'SET SESSION ROLE "' || lower(regexp_replace(wishedrole, '"', '', 'g')) || '"';
> RETURN;

> END;
> $BODY$
> LANGUAGE 'plpgsql' VOLATILE
The "lower" and "regexp_replace" are there to prevent SQL injection.
