The requirement for Cygwin is a non-issue as I see it.

Several groups have already done Win32 ports that do not require Cygwin.

The company I work for is one example.

The group in Japan:

is another.

I saw some others besides these.

In other words, you don't have to have Cygwin to run PostgreSQL under
Win32 environments.
