After a lot of fpaffing I got it working
Download, build and install from srpms

pgadmin4-python3-six-1.12.0-4.f33.src.rpm
pgadmin4-python3-psutil-5.7.0-1.f33.src.rpm

Had to delete .config/pgadmin
create /var/cache/pgadmin/sessions
create /var/lib/pgadmin and make it writable by user
