If I understood correctly there are the following scenarios:

1. Show system object = False, Show template databases = True
- Only user-defined template databases should be displayed.
2. Show system object = True, Show template databases = False
- Neither the system nor user-defined template databases should be
displayed.
3. Show system object = True, Show template databases = True
- All template databases should be displayed.
