Hi,
debuginfo and debugsource RPMs are missing from postgresql95 to postgresql12.
They are only in postgresql94.
dnf -y install https://download.postgresql.org/pub/repos/yum/reporpms/EL-8-x86_64/pgdg-redhat-repo-latest.noarch.rpm
dnf -qy module disable postgresql
dnf list | grep postgre | grep debuginfo

On 17 Feb, PG12 debuginfo rpm was able to download, but seems to be gone.
