Hey,
You are using "WITH tablespace_option" wrong.

Try it like this:

postgres=# CREATE TABLESPACE jme_tablespace OWNER jamiil LOCATION
'/database' WITH
(seq_page_cost=1.0,random_page_cost=4.0,effective_io_concurrency=1);
CREATE TABLESPACE
