Re: update python dependency from 3.11 to 3.12

Hi Farid,

pgadmin installers are available for the platforms listed here
<https://www.pgadmin.org/download/pgadmin-4-apt/>. Looks like Debian
Unstable is not supported.
Note - pgAdmin4 installers are not tested on Debian Unstable.
