Fatal error: The pgAdmin 4 server could not be contacted

Dear Admin,

Kindly assist me with this problem, see below. I installed PostgreSQL 9.6
and PostGIS 3.1 Bundle .... v3.12 on my Windows 8.1 Pro. I even installed
pgAdmin4v5.2 but the error persists. How do I rectify this? Thank you.
