pre-release of pgRouting v2.4.0 rc

The pre-release of pgRouting v2.4.0 rc has being done.

In this micro version pgr_bddijstra was rewritten and it no longer crashes
the server when the compilation is done without an optimization flag.

Some additional issues were closed thanks to the tests done by the
community. We appreciate your efforts.
