Opening Query tool or Debugger window in a new separate browser window is
configurable option in pgAdmin4, Goto

File -> Preferences -> Query Tool -> Display -> Open in new browser tab
Set it to: True

File -> Preferences -> Debugger-> Display -> Open in new browser tab
Set it to: True
