No, its is not. Their support channels are provided on their website.

The "pgsql-" part of the email address means this is for the PostgreSQL
Server product - specifically general server administration discussions
(frankly I'd rather have these kinds of discussions just happen on -general
and get rid of this list that gets more misplaced pgAdmin traffic than
traffic that actually belongs here).
