I tried creating a database name with the following characters
and connected to that from psql in linux.
[kommih(at)localhost bin]$ ./createdb 阎兆珣
[kommih(at)localhost bin]$ ./psql 阎兆珣
psql (9.5.2)

I don't have an windows environment to test with Chinese characters.
I don't think is there any platform specific problem. May be you can
try to connect it from a command prompt instead of opening shell
from pgadmin.
