Currently, the website links to "https://git.postgresql.org/gitweb/"
in its standard footer. The effect is that totally obscure gitweb
projects that we happen to host (e.g. "eggyknap / Josh Tolley --
PostgreSQL stuff") get the same prominence as the Postgres project
itself, at least from the point of view of somebody drilling down from
the home page.

I'm certain that it would be a big improvement to change the link to
point to "https://git.postgresql.org/gitweb/?p=postgresql.git"
instead.
