Lista equivocada amigo. Esta es de pgAdmin, un gestionador gráfico de
Postgres. Además es en inglés únicamente.

De todos modos, el error te está indicando un posible cambio de permisos
sobre el archivo pg_xlog/00000001000000E200000015. Buscalo y asegurate que
el usuario postgres tenga plenos permisos sobre el mismo. De hecho debe
tener permisos sobre todo el directorio donde está instalada la base.
