Have you deleted the SQLite database (
C:\Users\<YourUsername>\AppData\Roaming\pgAdmin\pgadmin4.db) also? If not
then try to rename the old database file and check again.
Please note that this is not the recommended way.
I tried to Install v3 new after I deleted (deinstalled) v2, nothing
