Lo que se va a deprecar son los backups exclusivos, no las funciones
'pg_start_backup()' y 'pg_stop_backup()'
Fijate que desde la version 9.6 esta disponible la opcion 'exclusive
boolean' en ambas funciones mencionadas, para poder crear backups en
modo no exclusivo. Lo que se esta hablando de cambiar es quitar los
backups exclusivos.
