This is not a bug, and a question that would make more sense if asked
on pgsql-novice. Regarding your actual question, there is no possible
way to answer without knowing first what is the distribution you are
using. If you are using an RPM with this distribution, it is likely
that you will need to use the RPM anyway because of the specific
compilation options it is using. Now as this is a minor upgrade, what
you just need to do is stopping the server, install the RPMs and then
restart it. Please double-check as well the release notes to see if
any extra action is needed from your side.

Also, you need to consider two things:
- 9.1.9 has been released in April 2013, 9.1.22 is the last one. Use this one.
- 9.1 will be out of support by community in a couple of months. You
should consider an upgrade to a newer version.
