Overwritten rpm versions for proj72-*

Hey folks,

It has recently come to my attention that versioned RPMs for the following
artifacts were overwritten in the PostgreSQL common yum repo at:
https://download.postgresql.org/pub/repos/yum/common/redhat/rhel-7Server-x86_64/

I've observed this for at least the following 2 RPMs:
*proj72-7.2.1-1.rhel7.x86_64.rpm*
*proj72-devel-7.2.1-1.rhel7.x86_64.rpm*

For example, for *proj72-devel-7.2.1-1.rhel7.x86_64.rpm*, the data for the
previous artifact was:
SHA1 Sum: 88440c907f2ea823d560fa234c28b9c50d7ec519
Last Modified Date: Wed, 06 Jan 2021 13:01:13 GMT

Currently, the package that resides at that path has:
SHA1 Sum: 73ca2597feb637e0bfb663da4b97544a77f7ceec
Last Modified Date: Thu, 13 Oct 2022 09:23:37 GMT

Reaching out here to find out if the overwriting of versioned RPMs was
expected, since it seems highly irregular.
