Unless I'm missing something, when you cluster a particular relation,
cluster() does this:
/* Find and lock the table */
rel = heap_openrv(stmt->relation, AccessExclusiveLock);
I don't see the "rel = heap_open(tableOid, NoLock);" line you quoted anywhere.
