A new config database? You can export the connection info from the old
instance (see
https://github.com/pgadmin-org/pgadmin4/blob/REL-4_15/docs/en_US/import_export_servers.rst)
and then import to the new instance of pgAdmin (which is much easier in the
later version as there's a UI for it now):
https://www.pgadmin.org/docs/pgadmin4/6.14/import_export_servers.html.

If you're installing onto a completely new machine, you can also just copy
the pgadmin4.db file from the old machine onto the new one (you'd have to
figure out the locations, as you haven't said what platform you're running
on etc). On the new machine, the easiest way to figure that out is probably
to run pgAdmin once, and then replace the pgadmin4.db file it creates
(having exited pgAdmin first of course).
